There seems to be some confusion as to whether the Initiative brought us here intentionally or whether it is the fault of the machine you're using. I've heard variations on the first and only one person claiming the second.
[Well, that explains a lot-- a whole lot. Like how people obviously unfit for waging war ended up there. Or how he got ripped away from an important mission, or how Seras had ended up there. Or how an untrustworthy vampire ended up in the mix, from what Walter has heard.]
And no one knows how to fix the problem. [It's an assumption on his part. If they knew how to fix it to get more useful people in, it would make sense that they would have done so already.] Sounds like you've got a right mess waiting to happen.
